Drugmakers Vet Their Factories With Inspection Intelligence. Clinical Precedent Brings the Same Scrutiny to the Physicians Who Run Their Trials.

October 13, 2026 · Clinical Precedent

Chicago, Ill., 13 October, 2026 — A pharmaceutical company choosing a contract manufacturer can subscribe to any of several services that surface the plant's FDA inspection history. When the same company chooses the physician who will enroll patients in its trial, the routine check is a CV, a site visit and a look at the debarment list. Clinical Precedent, launching today at clinicalprecedent.com, closes that gap. Clinicalprecedent.com defines "clinical investigator vetting" as a discipline and gives it a purpose-built tool.

Clinical Precedent is the first vetting platform built specifically on FDA's clinical-research inspection record. It brings together nearly 12,000 Bioresearch Monitoring (BIMO) inspections of clinical investigators, sponsors, CROs and institutional review boards since 2008, the more than 6,600 findings FDA cited in them, more than 140 warning letters, and the agency's investigator disqualification and debarment lists, and it ties each record to the organization it concerns.

The manufacturing side of the industry has had inspection-intelligence products for more than a decade, but they are built around facilities and manufacturing rules; in those tools "investigator" means the FDA inspector. Clinical-trial site-selection tools start from the right population but reduce FDA compliance history to a single red flag. Neither lets a quality lead read what FDA actually found at a site.

"Clinical investigator vetting is the due-diligence check on an investigator's FDA record before the Form 1572 is signed," said Joshua Chapman, founder of Clinical Precedent. "Everyone in clinical quality does some version of it. Until now nobody had a tool for it, so it was a debarment-list lookup and a hope."

Vetting on the record means:

  • • the full inspection history, with each inspection's classification (NAI, VAI or OAI), its dates, and the text of every finding;
  • • warning letters and disqualification-proceeding letters in full;
  • • findings grouped by Good Clinical Practice problem area and benchmarked against the rest of the record;
  • • a side-by-side comparison of finalists and a watchlist with email alerts;
  • • an audit-ready PDF report that goes in the site-selection file.

A free status check, open to anyone without an account, screens a name or FEI number against FDA's disqualification proceedings and debarment list, and free plain-language guides cover BIMO inspections, Form 1572 due diligence, NIDPOE letters, and debarment versus disqualification.

Clinical Precedent reports the public record; it does not make recommendations or provide regulatory or legal advice.
