Clinical Precedent Launches Clinical Investigator Vetting Platform Built on 18 Years of FDA Clinical-Research Inspection Records

October 13, 2026 · Clinical Precedent

New service gives sponsors, CROs and clinical-quality teams the inspection histories, findings, warning letters and disqualification status behind the physicians and sites they select for trials

Chicago, Ill., 13 October, 2026 — Clinical Precedent today launched clinicalprecedent.com, a clinical investigator vetting platform that turns publicly available FDA Bioresearch Monitoring (BIMO) data into the due-diligence check quality teams run before site selection, during a trial, and ahead of an FDA inspection.

The platform covers nearly 12,000 FDA clinical-research inspections of clinical investigators, sponsors, contract research organizations and institutional review boards dating back to 2008, together with more than 6,600 cited findings, more than 140 warning letters, and FDA's clinical investigator disqualification proceedings and debarment list. Every inspection, finding and letter is tied to the organization it concerns, so a user can look up a candidate clinical investigator by name or FEI number and read the record in one place.

"Sponsors sign a Form 1572 with a physician on the strength of a CV, a site visit and a check against the debarment list," said Joshua Chapman, founder of Clinical Precedent. "The FDA inspection record for that same physician has been public for years, but it is scattered across datasets that were never designed to be read together. Clinical Precedent puts it on one page, benchmarked against everyone else FDA has inspected."

Members can:

  • Vet a clinical investigator or site. Inspection outcomes, findings by problem area and warning letters, benchmarked against the rest of the record, with an audit-ready PDF report for the site-selection file.
  • Compare finalists. Two or three candidate investigators or sites, their outcomes and findings in one table.
  • Search findings by concept. Findings and letters are classified against a Good Clinical Practice deficiency-area taxonomy, so a search for "informed consent" or "drug accountability" finds the matching records even when the citation uses different words.
  • Watch for new activity. A watchlist of investigators, CROs and IRBs, with email alerts when FDA records new activity against any of them.
  • Prepare for an inspection. Findings by regulation, recent enforcement, and a printable readiness checklist built from what FDA actually cited organizations like theirs for.

A free clinical investigator status check, available without an account, screens any name or FEI number against FDA's disqualification proceedings and debarment list. A set of plain-language guides explains BIMO inspections, Form 1572 due diligence, NIDPOE letters, and the difference between debarment and disqualification.

"Clinical investigators are generally chosen for therapeutic-area expertise, site capabilities, the sponsor's history with the investigator, and the site’s enrollment track record, in addition to a qualification visit. While those factors are important, an inspection record should also be a deciding factor in choosing a clinical investigator. That piece of the puzzle is now available," said Chief Quality Officer (CQO) Jerry Chapman, who advised on the platform's Good Clinical Practice framework. "Newer inspections tell you more than older ones, and a the responses to a VAI inspection provide insights into the quality culture at the investigator site. You cannot weigh any of that without access to the inspection data."

Clinical Precedent reports the public record; it does not make recommendations or provide regulatory or legal advice.

Clinical Precedent is available now at clinicalprecedent.com. Individual subscription pricing is available. Enterprise options include organization-wide subscriptions and API screening from a sponsor's own systems.
